There’s an idea that we should categorize vehicles as human-poweres or not. Is this a good idea? How about paddle-assist-only ebikes?

The only borough that has above 50% car usage is Staten Island. NYC as a whole is at 26.7% car usage. Queens has high car usage and yet Public transit is more than 10% higher.
