Where do you kids get these ideas? The government wants to move generics production to the US, rather than pay billions to other countries. The problem they see is that the world will increasingly become dependent on China for drug production. We already have drug shortages. If they produce the generics in the US, no tariffs. They have two years to move production.
No country wants their drug supply to be in the hands of another country.

There is some need for strategic independence due to geopolitical realities, especially in the military sector. For generic drugs this isn’t a relevant consideration since China, while a major player on the international market for generic drugs, is far from the only one, and generic drugs can be easily sourced from many places.
