They literally don’t have enough money, even if they cut everything.
What if we sold all the parks and most of the buildings to foreign nations and billionaires and their friends?
The land is infinitely more valuable than the buildings, the problem is you would have to be a total moron to buy it without congressional legislation, as the next president will just wipe his ass with the EO.
