You apparently don’t comprehend what a severe breach of protocol that would have been while he was still investigating. It could be enough to doom the case on technicalities alone.
He presented to a grand jury and got an indictment. They released summaries and reports, all according to protocol. He had to cross every T and dot every I and do everything right, because the case was too important to risk losing it on technicalities.
