In the defense of the incompleteness it’s more a side effect of original plans being scrapped due to rock strengthen. Basically it was originally going to be grander but those plans were largely scrapped due to rock strength and the original crews just kinda getting sick of working on it.
That would be consistent with all of the vandalism of national monuments they’ve done so far.
