It will take years to rebuild, at least Biden had no choice to empty it after Russia invaded. Trump didn’t refill it for cheap before he invaded, double stupid.
Also their oil is really really dirty, taking a lot of effort to refine and with a lot of waste.

A few days back I was told in another your Texas refineries were geared to process that type of heavy oil. Which I found strange; it was made known the venezuelan oil is sour and refineries capable of processing it are mostly in China. But also because it was explained that type of oil is best suited for diesel and heavy fuels, like nafta.
