I wouldn’t put it past them but water sinks to the bottom of the tank and doesn’t mix with gas. When they talk about gas stations “watering down” gas they almost always mean ethanol or methanol. Unless it’s E10 because ethanol is hygroscopic it will hold aboit 1% water if fully blended. That’s why E10 is shit.
