Actually, titties are for children; their purpose is to feed kids. Keeping kids away from titties is like trying to revoke food stam-- oh.

The internet has always been too difficult to govern for those who govern to feel totally comfortable with it, but it has always been extremely useful for honey trapping and surveilling people so it was tolerated. But one eye has always been on ways to hamstring it.
